Idea is simple for new world probably only. Remove all overworld localized resources, those in mines might be left be.
Once quest giver is covered by a realm, it's starts to accumulate evolution points. After it collect those enough (modified by GQ requests for certain items and stuff) it will turn into one of resources and continue to be a questgiver.
This would lead to realms be more valuable to everyone and nearly force quest givers to be protected if those were to be turned into something.
RNG could be lowered or increased, by certain items delivered, region and etc. Within some area of turned questgiver into resource, there's a penalty for another one to have a lesser chance to turn into same resource or other way around increase it so regions become more "unique".
More stuff to be protected or fight for?
