It sounds reasonable to me that we should be able to move them. Maybe have a slightly longer cooldown before they can fire when rebuilt versus a fresh build. The parts would have to retain the cooldown too, and if parts are mixed it should just go with whatever has the longest timer left.
Its not that building them is a particularly large hurdle, but being able to manipulate them more could add some more interesting interactions in siege and PvP situations. Capturing them from others, having to destroy them to prevent the enemy from seizing them, that sort of thing.
