I think what he means is whistle to call them back to you. Being able to right click the horse and press "Whistle" and have him walk back to you.

they literally do, you click emotes, whistle, and put the finger cursor over the animal, they run back to you. Cows, horses, etc.

It would be nice if you could call the last horse you were riding back toyou. Nothing is more obnoxious than when you get knocked offf by a bear or something and your horse goes sprinting off for a billion miles
