Remove rng from quests (including credo quests)

Its just dumb.
Some people get something really difficult like pick green kelp or glimmermoss. (High amount of stats required) for their first forager credo quest. While some people only get easy ones like "pick a cone" or "bring blueberries to Jorgon"
Credos should have increasing difficulty of quests, and you should not be able to complete credos without completing some of the harder objectives as well, currently with forager you can just abandon it always when it would take more than 15 minutes to complete (except if you happen to get hard quest as the first quest of credo)

Ordinary quest rewards should scale according to effort of the quest objectives, instead of being random.

What is "difficult" or "easy" is, apart from being subjective, dependent upon where you're located.

All of the foragables are obtainable with a week of LP, if not much less. People want their immediate satisfaction. Being able to breeze through a credo picking up pine cones and blueberries is a stupid idea.

As a reference, if one wanted to raise perc AND exp, you would start to see them when you have both 112 exp and 112 perc.
