Why? It's not really any different mechanically from a horse pulling a cart, pretty obvious consequence of allowing carts in shallow water.

Some rafts that you could build and then drag them behind boats might be nice.
But only behind boats that are powered by wind.

There's a reason why the knarr has more slots than the rowboat.

Just make a bigger boat than the rowboat for this purpose. Devs already promised something between rowboat and knarr for ocean travel anywway.
