Are you referring to fact that walls/gates that are unclaimed or under inactive claim can be bashed almost instantly regardless of character stats?

Smelting old tools is a pretty good thing, was offered numerously, but is a hard to implement thing.
Devs will need to implement system where all information about ingredients of object/item will be saved on building/crafting, which will require lot of time IMO, otherwise we will get a system where we will be able spiral quality by salvaging things that get their quality by other ingredients/tools.

I do think it could be made to work (metal always halved in quality, %bars proportional to wear and reduced from base amount, generic "scrap metal" bar produced to avoid increase in meta data requirements and add a new metal texture). I just don't think it's really... needed? I'm content without this existing.

Yes, but also to the fact any public utility can be dismantled for gain. Though bad permission system has also something to do with it.
Also to the fact that it immediately opened a junkie paradise. Quite a number of cascading side effects driving returning players away.
