Randomize localized resources refill time (by like 10-20%)

And remove the ability to see when it's gonna respawn (or make it so inspect tells you only an approximate +-1 days of respawn).

It will help casual players a bit.
Right now in my area it's almost impossible to pick one since it's camped by alts.

No, it won't. I've seen this "random respawning" on world stuff in other games, and it's always the top tier players that get it... well, maybe not always. Some games it is possible to ninja the drops from the fighting players. It's a rare occurrence, though.

i like it the way it is. if you want the resource put a vclaim on it if you want the resource someone else already has fight them for it. thats the reason their there to provide a conflict source.

i would be ok with a randomised spawn timer tho

+1 To me the whole point of localized resources is to provide a reason to PvP. Making the timer random or despawning/respawning resources removes that and replaces it with boring square by square scouting or tedious checking.

Even a casual player should be able to pali, and defend, one resource if it's a priority for them.
