Everytime I find something that doesn't make sense I can almost see Jorb grinning and mumbling to himself: "working as intended."

Unless something changed, this is already how wardrobes work.. Have you tried clicking an empty wardrobe slot?

You have to RMB the portraits in the wardrobe window to the to the interface for that slot.

Shop hat slot can also be locked but dosn't display the lock icon.
