Hat recolors in blind boxes

What if the store sold blind boxes in which you could get recolored versions of old hats?

Loot boxes are classified as gambling in many law systems, this would (among others) mean no more haven for minors and no more haven in most of the USA and Europe - could be a good thing.

Would have the upside that the Devs would have reached the absolute moral low that is achievable in the gaming industry without being jailed directly, so it could only go up from this point on.
