Pretty sure the point was so that players can't do this on day one (well, two, three... first week) and get a massive jump on their economy over what their skills should allow.
Yes, it sucks that a guy with 1 survival can't help hunt now because they dumped all their points into UA. There is a better middle ground, sure. Maybe the suvival cap can slowly turn to a softcap, even going away completely, after the world hits a time age? But then I don't think jorb or loftar will either one be happy with that idea, either.
