Lockpick Unclaimed Gates

Seems more reasonable than being required to destroy an old/unclaimed gate in order to replace the lock on it and provides an alternative option to bashing when dealing with unclaimed palisades.

Maybe we should be able to pick locks of unclaimed knarrs as well.
