Oh hey, it does. Still, it's really counterintuitive. To remove paving outside stomp to dirt works, so why doesn't it work inside too?

Being able to dig out pavement in cellars is probably side effect of allowing to do that in caves/mines. You couldnät always do that, I think it was added in a patch a long while ago.
