I don't know about the name of the credo, addict or something, but
It would give increased bonuses when smoking stuff like hemp and perhaps decrease harmful effects from opium.
It could give increased chance for experience events while under the influence of some substance.
it could give ability to eat toadstools for some bonus buff.
Perhaps a quality bonus when crafting stuff like boartusk snuff.

Quests would be something like take a swim - while smoking hemp. or something.
