You should have to store coal indoors during winter or it becomes unusable until dried out! Per google :

"Charcoal should be stored in a dry place protected from snow or rain."

This should only apply for charcoal not for ROCK coal. The mined coal is actually quite solid and will not get "wet".
I am in doubt whether even charcoal gets unusable if it gets wet.
It probably is not usable for grilling making food etc. irl. But as a fuel for smelter and such it probably is fine even if it is a bit wet.
Snow on the surface or coldness may only make it a bit more difficult to lit, if something.
