It would be fun, but it would also take away the only real downside of winter for hunters.

Winter should be something everyone has to prepare for, but right now only farmers and foragers feel the full impact of it.
Hunters only need to be aware of the lack of bears (and adders, but let's face it, nobody cares about those) during the winter season, meaning that's the only thing they might want to stockpile before winter comes. Allowing them to hunt bears in winter too, by finding them in burrows, would completely remove that.

Chance to be asleep until agro'ed, maybe source of new curio or experience ("Poking a sleeping giant" anyone?)
When the bear engages combat should be able to follow a player out of the Burrow

Actually a good idea.

Bears should be sleeping until you attack so they don't kill nabs (except for very reckless ones who deserve to die)

Then they should be enraged the whole combat to make it harder to kill
