Silver for the Ferryman - if it carried to the hearth! Many would be saved.

I'll give it a tentative +1 as it does carry some negative connotations for PvP and chases, such as an "easy escape"--just drown yourself.

You only retorted with "But still this is a chance" - but it really isn't. The only "chance" you have is that they may not bother to follow up to make sure you're dead - and in that case, it doesn't matter at all as you'll be dead (or survive) either way.

What it will change is that if you drown in remote location (for non-PVP reasons), you lose all the stuff you had with you that isn't in your inventory (e.g. the entire snekkja you were traveling on including its contents) and will need to travel back without your fast movement option and hope nobody steals or destroys your stuff before then.
