2D has the advantage that the ground is flat
3D is a handicap because it needs to be leveled
In term of workload


People who like working or people who like creative activities should use shovels

Landscaping work is tiring, so those who don't want to do it want to flatten their land immediately and secure a home
So we need a mechanism to make it flat like 2D

The current available ground leveling/flattening system is fine for creating flat areas. (survey + shovel, +dirt-stockpile, +wheelbarrow, +cart. ... And of course some easy to access water to keep your hearthling going (temp work-slave or not) ... without having to click-a-lot)

If one thinks soil-digging is costing to much energy of your hearthling. That would translate into something like "digging for soil cost to much hearthling energy".

(And of course. Doing any ground-level manipulation, other than just simple area flattening (like stepped-sloped roads for example), can turns into a click-a-lot festival real fast.)

I started landscaping yesterday but gave up because there was still snow that blocked digging, decided to do it today and now the piles have decayed, my character refuses to start filling up the area that's missing soil because he want's to dig below the piles first (inaccessible.) Similar problem can occur in that if you'd like to fill up soil from existing piles but you lack energy to remove that one piece of dirt that goes above the intended line.
