If you have crime debuff you shouldn't be able to do any fast travel. For example:
Using charter stones,
Using trails,
Sailing with a knarr/snekkja,
Using boat/horse/kicksled.
These should all be tools that will be used for good not for fighting.

Considering your idea, a poor man being attacked by 2 or more players, defending himself, knocking out one of them will get this debuff even if he just wanted to live.

This is too much. Game shouldn't give such big advantage to any player group, no matter offensive player or not.
It will only lead to other circumventings like bunkers, crime alts, etc.
