I'm willing to bet a substantial amount of money that if Jorbtar puts in a lot of effort into "fixing" animal cheesing, in a game with freebuilding, some level of player agency, and constraints around what animals can do for fear of them being used to grief I could single-handedly, with minimal effort, find a workaround for everything they do to try and stop cheesing.
That assumes both that cheesing being fixed is good, and that cheesing being fixed is a better use of devtime than alternatives. Both extremely incorrect statements. It seems like an obviously losing waste of time with no payout.
