Horses should be slower when carrying things

Hearthlings get slower if they carry thing, and its actually even dependent on what they carry, for example, a boat makes you move slower than chair.
Should the same apply when you ride with a horse and carry something? Also kicksled etc.

Its quite dumb that you can move the same speed when carrying boat with horse than without.

Strong disagree. The existence of horses does not prevent people from carrying things slowly, so there is no strict need to do this for balance reasons. Being able to carry things at full speed is one of the things that make horses great; removing this option would reduce the fun factor by making clovered horses feel like less of a buff and tamed horses feel like less of an upgrade.
