Increase fishing bait reload consistency

Bushpole: Unbaited rods grab bait the same way they reload. It randomly selects everything during normal reloading anyway, so it's not like you're expecting a specific bait to go on the hook with how fast bait fishing is.

Casting: Reload lost lures of the same type. Trying to use request for a catch while losing lures every 4 fish feels pretty silly even if I'm ok with the lures being destroyed at that rate.

The lures could definitely use an auto-reload. Despite the slower speed, advanced fishing will feel much better.
