Boat building pre-requisities

Boat building shouldn't require swimming.
The exact reason why you build boats is to AVOID swimming, so why should one know how to swim before building a boat?

Can a man really be inspired to build a boat without having previously experienced the dangers of swimming?

Boat is an upgrade to swimming.
