Raiders already salt and burn the earth of spruce caps without a palisade up, so whats going to change exactly? If they murder them it's not like they'd be able to forgive the crimes anyways, and if they have a palisade up, whos going to be able to force them to forgive anything?
There are lots of reasons. For example, let's say you aggro and steal from someone you are allied with, and didn't realize, they could forgive you.
Other situations include giving back the stuff in exchange for forgiving crimes.
Early world exploit: Put your hearthfire inside a cave, then hold shift to position a claim right in front of a cave. After 8 hours the claim will be unbreakable. Since your hearthfire is inside the cave, you can still get back inside, and leave, but nobody will be able to enter, effectively making you unraidable for the first 3-7 days. Enjoy
