High Quality Stone Axes and Mining

High quality stone axes being the best tool for getting high quality ore is stupid. Pickaxes should either have their quality multiplied by 2 to get their mining softcap or stone axes should have their quality halfed for the softcap. The fact that we have to use stone axes at all after making our first pickaxe is just silly
