Whenever I'm attacking somebody I completely outclass I don't use non-weapon moves at all because they do lower HHP damage, so using them would make the enemy less likely to die. Whenever anybody is fighting somebody even vaguely competent they're basically forced to use KITO, meaning their chip damage is less effective, which contributes at least a bit to fighters dying less than regular plebs. The exact same argument was used for weapons not having variable HHP damage in world 11, and you guys seemed receptive to it.
Similarly, HHP damage always rounding down disproportionately makes lower stated/lower AC people, or people who have NFI what they're doing more likely to die relative to fighters. In a fight a lot of people's damage will be rounded down 25% HHP KITO chip. If somebody is trying to kill a pleb it will just be 2 or so cleaves for 40/60%. Making it round better by giving people a hidden HHP decimal or something could be cool.
I also feel like concussion should be a static 10%, which would realistically result in less people dying since the numbers line up RN so that you have to be e x t r e m e l y unlucky to die to non Mrage cleaves from full HHP under normal circumstances. I think static conc damage would be good regardless of changes to counteract it making death less likely, but I would personally prefer base weapon HHP damage be 50%, and Mrage weapon damage be 60% or 65% so that fighters are a bit more likely to die when they fuck up badly. It's kinda silly that I'm more spooked by potentially disconnecting, or fighting trolls than being chased by 20 Mrage chads.
