Tedium Removal: Empty Grave Cairn Decay Rates

Empty graves shouldn't take decay hits on claimed ground. Not sure the reasoning for this even, or several other secret things that take decay hits on claims. And with the update last year to make empty graves visually distinct, you'd think you would want people to actually have empty graves on standby in their graveyard? Instead of just 3/4th built into a signpost.
