pick locks of gates not under claims/decayed

If a palisade/stick fence gate is not under a claim, let me pick the lock. Doesn't have to be easy, but it seems like if a palisade has decayed and disappeared around a gate (or started to), that the gate's lock might have decayed too since it no longer has that magical claim magic.

Also please let me lock bone chests and cabinets :)

Sounds reasonable... just not having a claim over it should be enough to allow picking a lock on a gate.

Why? Easier to smash a chest than to try to pick the lock.

Reasons:

-There are gameplay risk (scent) differences for vandalism (smashing) and theft (picking) and this provides choice
-There are LP investment differences for vandalism and theft, this allows layers
-There's a pick lock skill and a lock creation, and I wish there were more things I could lock and pick
