Make Horse Whisper Not Work On Recently Rawhided Horses

You made rawhide drain pony power which is good, but it can just be refilled with horse whisper, invalidating the change, so title.

Also if doing so fix the bug where it doesn't recharge stamina after rawhide, since horse whisper is the only thing that unfucks it.
