It defeats the purpose of other fire sources that meant to be direct upgrade for firebrand. Making fire with 2 sticks should be slow and annoying process just not that annoying.

Having better success with higher Survival would make sense, yes. (In fact, I do get the feeling firebrands are less likely to fail on more advanced characters, but that might just be me.)
