Regional pricing in general is something that devs should consider if they want to do something like this.
I don't know if Xsolla offers good support for it, but valve for example has different prices on steam for every region/currency. (albeit a bit dumb with € for example as western and eastern europe have pretty big differences in purchase power but same currency)

One problem with hats especially is that players can trade them, if you can buy them for cheap with RUB and then give to others thats a problem.

This has been a major issue in the past on Steam and is the reason they disabled e.g. buying games to your inventory to gift later (as people would buy for cheap and resell for a profit). Be prepared for a lot of 'this is why we can't have nice things' concessions if tradeable stuff can be bought at regional prices.

Because of unstable economical situation that seems impossible to buy smth for $ USD. Let's make Store prices in Russian Rubles, for example normal price for a Hat would be 500 Rubles.

not a problem if the lowest price is high enough, I'm sure some biggest fans would buy and afford it regardless, because it is a fine game
