Personal suspicion: You now get LP from re-discoveries on an inherited character. Maybe a timegate to stop that being abused?
Not saying it's a good mechanic to deal with that issue, just my guess why it's there.

Well there was something weird in W12 because we were getting discos but no extra LP on drowned/inherited labour alts and just assumed it was an anti-abuse mechanic.
Maybe some edge case or we all took way too much opium during mystic.
