What is the issue?
For bigger villages/markets you want to provide some tools for public use, with current permissions system you can forbid vandalism (for buildings that have inventory but cannot be lifted so players can use them eg. Kiln) or thief (for lifetable items like spinning wheel).
The issue is with items that have container space like cauldron, you need to choose if players can utilize inventory inside the building (with or without thief permission) with the risk of item will be stolen.
Possible solutions?
Introduce some kind of anchor mechanism with additional item/spell which would require vandalism permissions (that would prevent item to be lifted before removal of the anchor). Item could require some strings/nuggets and some stone/metal or just the rite and magic that will consume experience.
After cauldron will be lock in place you could have addental option in flower menu that would cut of an anchor (vandalism)
