I see no reason why individual villages should not be able to give themselves some kind of minor buffs in a similar vein to Realm Buffs.
Many villages purposefully avoid realms and build hermitages far from the stretch of their benefits.
My idea is simple - Allow for a village-specific buffing system. Allow villages to craft a village-menhir, drain their own authority daily and receive a buff that allows them to pick one or a couple village specializations.
They don't have to be as good as realm buffs, but maybe minor focuses on industry.
A village should be be able to specialize based on what its current goals are. Mining or Farming being the obvious choices, but maybe even Tree Planting, Livestock, Cheesemaking, Crafting?
Village buffs and Realm buffs should not stack or overlap. Perhaps Realm Buffs completely negate village buffs and when village menhir is claimed by a realm they even become part the realm buff structure currency.
Villages should be able to choose 1 or 2 buffs and be able to switch them at a cost. All villages are different, some people enjoy honing their efforts and excelling at very particular tasks and it stands to reason that a small group of dedicated workers would be able to adapt a small village to specialize in said tasks.
