Symbel should not reduce hunger

Y'all overhauled the hunger bar to make it more meaningful but left in the system that reduces it by a factor of 5 after a couple weeks and a factor of 10 after a couple months.

Everyone is still in starvation mode. Even those who eat a lot.

Make hunger meaningful again and eliminate the symbel bonus for it. Increase FEP bonus to compensate if you want but frankly people would still use symbel even if you didn't.
