Option to mute people on Realm Chat for all.

We got this Russian spam bot, I just want the people of the realm to be able too mute him for themselves and continue our normal conversations.

I agree with the idea, but the client currently doesn't have access any permanent ID to mute people by. I'll consider what I can do about it.
