Wasn't this always a thing? I remember having to move Pickaxe to inventory so I mine with a Stone Axe without swapping out, in previous worlds.

it was , snail is just so used to being tool assisted in everything , he cant fathom such an concept

you probably have too many things on your belt, shovel needs 2 spaces so you have to have an extra empty space for anything in your hands to be stored when you go digging stumps
