actions like stealing or killing impact reputation, affecting npc interactions.

First part sounds good for me. In legacy haven there was possibility to choose between death and life.

I think it's worth to consider something similar for new hafen but with reputation system as you wrote.

Regarding npc, there are no npcs. Maybe for now just overall info for other players?

Would quest givers and animals count as npcs? So with negative effect of reputation boars and bears could smell you from a mile away.

Players would abuse it to free farm animals instead of looking for them
