Destroy hearth fire on claim regardless of strength

As the personal claim grows, it might cover hearth fires that are left from random spawns. Players who perhaps just checked out the area, or found another place to live. One should be able to destroy these heart fires on your own claim,regardless of strength.

Or have the HF get weaker the longer it's been unused.
