Gday first post in this lovely Forum and I would love to know how to REPORT people for building things that are more than inappropriate.

Tale as old as H&H itself - if you don't like it, pave it away. They wanted to rile you up and they succeeded.
Devs won't do anything about this because drawing swastikas, swears and slurs are not exploits (forum rules are a different thing of course).

There is no dev ingame moderation except for massive bug abuse issues. In theory you could ask other players to help take care of the people responsible, but that's often impossible since you can just pave whatever you want with an alt.

Also worth noting: People who do this tend to get kicks out of seeing people complain about it on the forums. Don't feed the trolls.
