water slowly drips from well to area

would allow fish farming, reeds, plants, insects, frogs, snakes, etc

anti grief:
- no ring formation, blob of water limited by size
- limited number of areas per claim
- area cannot get too close to claim border

Creating something like a "flooded field tile" though I would be fine with.
