I have a new suggestion for a totally original karma-based punishment system for crime.

Every time you leave a heinous crime scent, you get bad karma that builds up until Christmas time. Based on the amount of bad karma you have, your percent chance of receiving coal in the new stocking container increases on Christmas time. If you don't receive coal, you instead receive a Cool Present™
