Counterpoint I personally experienced: People spent 2 weeks dropping claims next to me until one dried. Then guarded the palisade while that dried. Now they could attack me with a safe palisade within a very short run distance of my village. Safehouse abuse goes both ways, and it's very gross when used offensively.

If you don't know how to fight, you don't know how to run. Running and chasing is most of what pvp is in haven. If you don't know how to run, you're not making it to a safe pali anyway. Safepalis only give the illusion to new players that they stand a chance of escaping, in reality they're all in the dirt because they didn't get caught 10 tiles from their village. You can't remove the movement component of pvp without ruining it, it's where the mechanical skill comes into play.
So the answer I settle on is harm reduction when getting Koed. I'm a strong proponent of "The wound system has replaced permadeath in almost all ways, we should just finish the job". People get attached to their characters. Sure, getting wounded constantly in pvp will piss off new players but it's very different mentally from "actually" dying.

If you can't run long enough in a straight line to get like a speedboost or two (which you can get first because you are uh, running away, so you're in front) and then maybe click a rabbit you are not making it to the safepali either.
