No. Rework inheritance instead. A male player has to impregnate a verified female player, then can inherit into his son (no female fetuses allowed). Make female players incapable of leaving claim, so they do not need to worry about dying and inheritance. Bastard's stats depend on male and female stats and female diet during pregnancy. Also monitor known females on discord to prevent RMT surrogates.

Keep inheritance but make it so characters have a hard 60 day lifespan before dying automatically

Inheritance should be removed because death should be removed. That's probably the best way to encourage people to be more aggressive and participate in PvP more.

Jorbtar should consider(tm) for W16.1

I'm sure the risk of death is what keeps some people away (likely newer players), but I've never heard anyone say "I don't PvP cause I might die".
If you want to know how to incentivise PvP, ask people who don't take part to it. A poll could give valuable insight on what keeps players away from it.

For example, most players in my village (and some other non-fighters I've talked to about PvP) consider the combat system is incredibly clunky, or hate the fact that PvP (from what pvp videos show) seems to be way more about running than fighting: just a bunch of people running left and right, playing catch, landing the occasional hit, and then running again. And to achieve what? Usually nothing, as one side gives up or reaches a safe place. Occasionally a KO, so a tiny amount of loot. And extremely rarely an actual kill.

I would go as far as to argue that the lack of deaths in PvP might be one of the things that keep people away. What's the point of fighting your enemy if you can't (or likely won't) kill them?

Pretty much exactly this. Combat in haven is terrible, people don't want to learn it and when they do they hate it. The only thing that can be remotely enjoyable about it is the result eg. you killed someone, you stole something.
When the process sucks and you don't really enjoy griefing, you don't participate unless you are forced to.
