I personally agree with this to some extent, but after discussing it thoroughly with many different players, the general conclusion we reached was: “Maybe it was over-nerfed, but it’s still better than before.”
Also, the issue isn’t really about Hard Metal. Abilities that can be used in a spammy way are usually disliked. And even though GFTJ has a high IP cost, in multi-target fights you gain so much IP that the move ended up being too strong for its cost. The devs originally intended Yield Ground to serve as the counterplay to Go for the Jugular, but it simply wasn’t as strong or practical as good Restoration abilities like Regain Composure.
On top of that, some players dislike high-penetration unarmed damage, others hate chip damage, and so on — there are many different perspectives. So it’s a pretty difficult issue overall.
If anything were to be reverted, Yield Ground would also need to be adjusted to keep things balanced.
