Adjust Hemp cycles

I believe the stage 3 of hemp cycle, in which you can harvest buds, is far too short on the plant lifespan.

It makes it nearly impossible for someone to harvest buds if they are not playing this game in a "no-life way".

A decade ago, when I was a NEET and had all day to play, I could manage it, but now it has become nearly impossible to time it in a way that I can actually be online to harvest it in time. The hemp is always on stage 2 or 4 when I get to it.

A quick and easy solution to the problem would be to decrease the time of stage 2 and increase the time of stage 3, therefore maintaining the same total time for it to go to stage 4 while allowing greater leeway for players to harvest the buds if they wish for those instead of hemp fibers.

It was also 40 minutes in legacy and has always been considered an easter egg rather than a mechanic.
In W16.1 it should be ~28 minutes, and I still see field flowering quite often, idk, it's useless anyway.

Yeah, I played legacy, am well aware of how it worked.

Still, as someone who is now getting back to the game as a working man, I notice how hard it is to do so for someone who does not have the same availability to be online on odd hours.

And as you said, they are almost useless, so it is not like it would greatly affect game balance.
