I strongly believe that our incredible game suffers from a severe case of many-tools-single-purposeness. It actually pains me to see the diving weight to be such an interesting thing and to have such a mundane and limited use. I don't have, however, a suggestion on said tool since it will most likely require additions to the game like new underwater items (oh! treasure chests? no, stop, that's not why you're here). So, I decided to suggest a gradual tools rework with addition of new QoL uses for existing tools, starting with:
Metal Shears bonus: destroying Trellis plants speed +300%; cutting Tall grass speed +200%; cleaning Reed speed +100%*
Please consider, it's only logical and quite intuitive to have those effects on large metal scissors (please do not add garden scissors, grass cutters and reed reapers as three separate tools, my belt can only hold so much).
*if you're working on that Sickle tool suggested elsewhere, then I'll settle for trellis bonus for scissors
