Remove Hvalraf from Whalebone Scrimshaw's recipe

No one on their right mind will spend Hvalraf on a curio when whaler's jackets exist, AND it can be used as wax.
but removing that requirement will give something to do with surplus whale bones.
Or maybe allow generic wax to be used instead?
