River/lake bank leveling.

Idea.
Allow river and lake banks to be leveled to a certain lower level.

Reason.
It's clear why it can't be leveled to the water level, but why can't I raise the ground level or level it to a certain level at which the river "will not overflow"?
This imposes some restrictions on buildings near the shore.

How I assume the terraforming system currently operates: there is a binary yes/no check that either allows digging however you want (within the more "soft" limits of the system, mainly that slopes can't become too steep without those embankment things) or forbids any kind of digging.

Based on my own experiences in building near water, it would be a worthwhile addition if instead landscaping could check against the elevation of the body of water, and only disallow digging under said threshold.
