Limit your posts (on C&I)

Lets limit the amount of shit posting you can do on C&I to some function of 1+(# of completed Credos) /per day.
(the flat 1 could even be: w = number of unique worlds you have played in)
Only cares about the highest number of credos from any one toon in current world(s.)

Example: you have two hearthlings one with 2 credos done, and the other with 11.
Your C&I post per day limit is now 11.
