Base stealth off Will*stealth

Since will's utility for PVP was lost, add stealthiness to will instead of intelligence(will*stealth, instead of intelligence*will). Everyone needs intelligence anyways, and adds at least a little bit of PVP utility to will again.

Late world most people still doing hoodrat shit are untrackable even by other tryhard faction PVP nerds. Early world you raise int way more than perc, so everybody is untrackable. Hermits stop reporting crimes fairly early because they can't see the scents either (obviously).

Stealth having some effect is good because fresh alts being able to sit on a scent is dogshit, but the current formula is unworkably fucked

Also scents should always be visible to everybody, or maybe always visible to everybody with forager even if they can't pick them up

+1 to this too.
For new players especially it would make a big difference to better understand if a crime was committed or if they fucked up.

One more thing I'd add: tracking on by default.
I'm sure most new players, and many hermits, don't even know they need to toggle tracking to see scent.
